Tom Foley


The Connecticut Policy Institute was founded by Tom Foley, the 2010 and 2014 Republican nominee for Governor of Connecticut.  Tom knows the many challenges that face Connecticut and is concerned that ideology and politics too often prevail over good policy.  He founded CPI because he believes Connecticut needs a trustworthy source of quality policy analysis.

Tom spent his career in business as the founder of the NTC Group, an investment company engaged in acquiring and building operating companies in basic businesses.  In 2003, Tom served as a civilian member of The Coalition Provisional Authority in Iraq where he lived for seven months helping rebuild the Iraqi economy.  Tom served as Ambassador to Ireland from 2006 until 2009.  Tom has an undergraduate degree in Economics from Harvard College and an MBA from Harvard Business School.
