Improving the Equity and Efficiency of Connecticut's K-12 Education Funding

Connecticut has one of the country’s highest educational achievement gaps between high and low poverty students. This paper analyzes Connecticut’s current K-12 school funding system, explains why it's ineffective, and proposes a student-based funding formula.
